Helpful on phone but they do not allow you in the building in reality if you are not a national..However the guards out are helpful in advising and getting the paperwork needed..

Bad service, and foreigners in the consulate are negligent and do not respond to Kuwaiti citizens and students. This is due to mismanagement by the head of the Cultural Office, and they do not have any website like the rest of the Kuwaiti offices in the world.
